Building Use Policy

USAGE RULES

  • All spaces must be reserved through the online system (submit an event).
  • Reservations must be submitted at least one week in advance using a University of Maryland email address.
  • A designated contact person is required and is accountable for compliance and damages.
  • Hillel provides the venue only.
  • Set-up and clean-up are the reserving party’s responsibility.
  • Notify operations immediately of cancellations or attendance changes.
  • Repeated violations may result in suspension of reservation privileges.

Reservations are available to:

  • Maryland Hillel affiliated student groups and programs
  • University of Maryland departments and recognized student organizations

Non-UMD or non-affiliated groups must receive operations team approval. Walk-in or unaffiliated individual requests are not permitted.

ELIGIBILITY & EXPECTATIONS

Clean-Up & Reset
At the conclusion of any reservation:

  • Remove all trash and recycling.
  • Wipe surfaces if food or beverages were served.
  • Reset furniture to original layout.
  • Remove decorations, signage, and program materials.
  • Return borrowed items (Judaica, books, supplies).
  • Do not remove items from the building without staff approval.

Failure to leave a space in equal or better condition may result in strikes, fines, or suspension of privileges.

Furniture, Supplies, & Equipment

  • Furniture in common spaces (chairs, tables, TVs) may not be moved without staff approval.
  • Decorations must be free-standing.
  • No confetti, glitter, or similar materials.
  • Paint allowed only in non-carpeted rooms; users are responsible for cleaning/damages.
  • Judaica, ritual items, books, and supplies must remain in the building unless staff approval is granted.

Adhesives & Posting

  • Staff approval required before posting.
  • Flyers must include sponsoring organization and contact info.
  • Posting only in designated flyer holders.
  • Must be removed immediately after an event.

Maryland Hillel reserves the right to remove postings and deny unapproved events.

Access & Safety

  • No unauthorized entry into locked spaces.
  • Hallways and exits must remain clear.
  • Open flames (candles, incense) permitted only for supervised religious use in designated areas.

POLICY VIOLATIONS

Three-Strike System
To promote responsible use, the following system applies:

  1. Strike One: Staff conversation with responsible party.
  2. Strike Two: 14-day suspension of reservation privileges.
  3. Strike Three: Loss of privileges for the remainder of the semester (or 90 days, whichever is greater) and/or reduction of Hillel funding.

Severe violations (e.g., professional cleaning required, furniture damage, prohibited materials) may result in immediate loss of privileges and financial charges regardless of strike status.

Enforcement
Violations may result in:

  1. Immediate removal of materials or decorations
  2. Repair or cleaning charges
  3. Loss of building-use privileges
  4. Referral to operations staff for serious or repeated violations

By using the Rosenbloom Hillel Center, all individuals and organizations agree to uphold these policies and share responsibility for maintaining a respectful, welcoming, and well-maintained community space.
